1 What is the difference between state and central government ?

Certain industries (Banks, Insurance, Airlines, Telecom and some others under the ID Act) are governed by the Central Government. In these cases, compliance (especially Minimum Wages) is done under the Central Rules and licences are also obtained from the Central Government. In all other industries, the State Government is the appropriate government. To determine whether the central or state government applies at a site, it is important to check the Registration certificate under the Contract Labour Act.
