Where an establishment is not seasonal nor one where work is performed intermittently and employs at least 50 but less than 100 workmen on an average per working day, if a workman is laid off, submit to the Regional Commissioner of Labour (Central) with copies to the appropriate authorities, notices of commencement and termination of lay-offs in Forms O-1 and O-2 respectively, within 7 days. Such notices shall be given regardless of whether the workman is entitled to compensation
