Where it is intended to retrench workmen, prepare a list of all workmen in the categories where retrenchment is contemplated, arranged according to the seniority of their service, and at least 7 days before the date of retrenchment, post a copy of the list on a notice board in a conspicuous place in the premises of the industrial establishment
